Each year, the HBLB holds its annual Strategy Review, during which its strategic and policy objectives are reviewed. This results in agreement of the annual Policy Statement and budget.

Policy Statement 2009/2010

1. Section 24(1) of the Betting, Gaming and Lotteries Act 1963 requires the Horserace Betting
Levy Board to assess and collect monetary contributions from bookmakers and the Horserace Totalisator Board, and to apply them for purposes conducive to any one or more of:

(a) the improvement of breeds of horses;

(b) the advancement or encouragement of veterinary science or veterinary education;

(c) the improvement of horseracing.

2. This Policy Statement sets out 2009/10 strategic objectives which the Board will pursue in its
discharge of these statutory obligations. It will continue to review its objectives annually.

3. The Board will continue to monitor the achievement of its objectives and to seek to ensure that it is securing value for money and cost effectiveness.
